TO ALL PRESBYTERS (Both lay and delegates and Order of Ministry.)
WELCOME TO CORONATION PRESBYTERY
In this handbook you will discover what the work of Presbytery is
and what your responsibilities are, both in Presbytery and in your
Pastoral Charge.
Coronation Presbytery comprises an area in line with Camrose, its
most northerly point, expanding southerly to an east-west line along
Highway #9 from Drumheller to Oyen and north to Highway #13. Primarily
agriculture based and because none of the major centres are heavily
populated it is definitely rural in concept.
Our Presbytery is witness to a constant state of change, due in
part to its geography; the economics of our times, the fluctuating
population trends and the view society has of the church.
Under the leadership of Christ, we seek to be faithful in our committees
and divisions to the work to which Christ calls us.

THE STRUCTURE OF THE UNITED CHURCH OF CANADA
The Pastoral Charge, the Presbytery, the Conference and the General
Council form the structure of the United Church of Canada. They
might have been called councils in keeping with the councilor system
of government, but they are referred to as "Courts of the Church."
Through this system we speak to, and hear from, the other parts
of the Church.
THE PASTORAL CHARGE is responsible for its own work. A Pastoral
Charge accepting its place within the Presbytery, using the resources
of the Conference and the directives of General Council, can increase
in strength and effectiveness.
PRESBYTERS have the oversight of the Pastoral Charges and bring
support of the whole church to these individual congregations, while
dealing with district concerns as well.
THE CONFERENCES consist of the Presbyteries and their constituent
Pastoral Charges. There is an average of seven or more Presbyteries
in each Conference.
GENERAL COUNCIL - usually meets every two to three years, when about
500 delegates: (called Commissioners; half clergy and half lay)
- discuss policies and pass resolutions,
- approve proposals which come to the Courts of the Church, and
- authorize remits for changes in the Basis of Union and the By-laws
of the Manual.
MISSION STATEMENT OF CORONATION PRESBYTERY
We the people of Coronation Presbytery, committing ourselves under
the guidance and power of the Holy Spirit and desiring to follow
the will of Christ, respond to the call by:
a) Encouraging local congregations and providing resources through
education, oversight, pastoral relations and home missions;
b) Sharing with the wider church and society;
c) Seeking and aiding candidates for vocations in the church.
ROLL OF PRESBYTERY
1. All members of the Order of Ministry who have been settled or
appointed to Pastoral Charges within the bounds of the Presbytery,
or who are under appointment by a higher Court or Institution of
the Church.
2. Retired members of the Order of Ministry.
3. Every Pastoral Charge or Mission, whether or not it is served
by a member of the Order of Ministry, is entitled to appoint Lay
representatives to Presbytery, as follows:
Membership of Presbytery Shall Consist of:
Note: Presently this is being reviewed and may change.
I. a) one representative to Conference from each Pastoral Charge
with 250 resident members or less;
b) two representatives from each Pastoral Charge with between 251-500
resident members.
c) three representatives from each Pastoral Charge with between
501-750 resident members.
d) four representatives from each Pastoral Charge with 751 or more
resident members.
II. A Pastoral Charge or Mission that includes more than one Preaching
Point shall be allowed one Lay Delegate for each preaching point,
up to a maximum of four, provided that the total resident membership
of the Pastoral Charge or Mission is greater than a base number
set by the Conference.
III. Every Presbytery may appoint annually up to ten lay members
at large.
IV. Representation from Church Camps within the Presbytery Boundary.
MAIN FUNCTIONS OF PRESBYTERY
1. To provide oversight of Pastoral Charges and to adopt measures
for the assistance of their promotion of Christian Faith and Life.
- Visitation of Charges, following a Ministers first year and then
every three years after.
- Visit annually, Charges requesting financial support and make
application for grants.
- Visit any Charge, which pays its minister less than minimum salary.
- Consider any situation deemed to be unsatisfactory by a Minister
or a Congregation.
- Appoint a supervising Minister to any Pastoral Charge without
a regularly settled Minister.
2. To form new Pastoral Charges, Congregations or Missions, also
to amalgamate, re-align, reconstitute or disband Congregations and/or
Pastoral Charges.
3. To receive and deal with applications to sell, mortgage, exchange,
lease or otherwise deal with the trust property of congregations.
4. To supervise candidates for the ministry: ordination, diaconal,
and Lay Pastoral i.e. – to evaluate their education, recommend them
for ordination, commissioning or recognition.
5. To receive applications from ministers to be admitted to the
Ministry of the United Church of Canada.
6. To receive requests from ministers and Pastoral Charges for a
change in Pastoral Relations.
7. To officiate at the Covenanting Services for members of the “Order
of Ministry.”
8. To have oversight of the conduct of all members of the Order
of Ministry, within its boundaries, and of their continuing education.
9. To appoint Lay Pastoral Ministers to Pastoral Charges.
10. To license Lay Preachers.
11. To elect lay delegates to Conference.
12. To receive and dispose of Proposals, Resolutions and Appeals,
from Congregations and Order of Ministry, and when necessary, transmit
them to the higher governing bodies or courts.
13. To deal with matters referred to us by the other bodies of the
courts.
14. To oversee the hiring of a Staff Associate by a Pastoral Charge.
YOU THE PRESBYTER
You the Presbyter (both Lay and Order of Ministry) are expected
to:
- Attend all meetings and participate* in the work of Presbytery.
- Attend the Alberta and Northwest Conference annual meeting.
- Attend Covenanting Services which are also duly constituted meetings
of
Presbytery.
- Keep the Pastoral Charge up-to-date on the work of Presbytery.
- Let Presbytery know the decisions and concerns of your Pastoral
Charge.
- Foster a sense of belonging between your Pastoral Charge and the
Presbytery,
Conference and General Council.
- Be conscientious in efforts to be on time for Committee, Division
and
Presbytery Meetings and arrange to be free to participate in the
full sitting of
the Court.
- Consult with your predecessor to get background information and
assistance.
*To participate means: Being a member of a Division/Committee, reading
Minutes of the previous meetings of Presbytery and the Executive,
being familiar with the subjects on the agenda for the current meeting
and listening to the debate on any issue before deciding your vote.
CONSIDERATIONS WHEN VOTING
Presbyters often wonder how they are to vote when they go to Presbytery;
Must they vote the way their Congregation, back home, would vote
on an issue? Do they have freedom to vote the way they feel, even
if it is different from the way their home Congregation would vote?
These are tough questions and real concerns of all who represent
others.
We believe that when we gather in Christ’s name, He is present with
us. This allows the possibility for the Spirit of Christ to guide
us, or move us, as we hear debate on a topic or issue. When we gather,
we believe that all of us are smarter than any one of us. No one
has the edge on the truth, but God, and often that truth is revealed
to us as we seek God’s guidance together.
Voting at Presbytery has to do with trust and seeking the mind of
Christ. As a representative of your Pastoral Charge, you have been
entrusted to represent them at the level of the Church beyond your
home Congregation. You are the one who knows the mind and heart
of the people where you come from. You are also the one who seeks
the will of God and the good of the church at the Presbytery and/or
Conference level. You are the one who, in the gathering of God’s
people, seeks to be open to new insights and truth. You are entrusted
by the people whom you represent and by the people with whom you
gather to vote. Sometimes that vote may mirror your home church;
other times that vote will be a different stance and perhaps only
a few back home may understand. At other times, having heard the
debate, your mind and heart may be changed from your original position
when you came to Presbytery.
Voting has to do with trust and with seeking the mind of Christ
in the gathering of God’s people. In doing so, we seek to be faithful
rather than popular. You have a responsibility, to report to your
Board or Congregation, to tell them how you voted on controversial
issues and to explain to them, “Why.”
SUGGESTIONS TO LAY DELEGATES FOR REPORTING FROM PRESBYTERY MEETINGS
TO CONGREGATIONS.
1. Talk to the Congregation at a regular Sunday Church Service.
2. Print a report as an insert in the Sunday Service folder.
3. Report to your Church Board, Session, etc.
4. Make yourself available to groups within your church, such as
the U.C.W., study groups, etc.
5. Write a report of the year’s work in Presbytery to be included
in the Annual Report of your Congregation.
6. If your church has a regular Newsletter, use it to tell your
congregation about Presbytery.
7. Do not try to include every detail, but report only the highlights
or focus on one or two main items.
SUGGESTED ROUTE FOR ITEMS TO COME FROM YOUR CONGREGATION TO PRESBYTERY.
As a Lay Presbyter, you are expected to know the decisions and concerns
of your Pastoral Charge. Therefore every lay delegate to Presbytery
should be a member of the Church Board or Session.
Congregational concerns or Pastoral Charge concerns that are brought
to Presbytery, should be considered at the local level first..
- Make sure that the concern is valid;
- that it receives consideration at the Official Board or Session
Meeting; and
- It most come to Presbytery in the form of a resolution or a letter,
duly signed.
The Secretary or the Chairperson of Presbytery, will decide which
Division is to discuss the matter raised, before bringing it to
the floor of Presbytery. You may, if you request, attend that meeting
of the Division while that item is being discussed.

or matters considered too sensitive to be brought before the whole
court
- Keeps track of funding and personnel resources
- Keeps Presbytery informed
- Nominating Convenors – designated to keep track of vacancies and
represent Coronation Presbytery at the Conference Leadership Resource
Development Committee.
3. MEETING TIMES;
PRESBYTERY – 2-day meetings in September, November, February, April
and at Conference. Meetings take place on the 4th Wednesday and
preceding Tuesday of the appointed months. (see motion 05/06 37
September 28, 2005.
EXECUTIVE – Four times a year (between Presbytery meetings) with
more if necessary.
PRESBYTERY COMMITTEES – Usually during or just prior to each Presbytery
Meeting. Some Divisions need to meet more often. Items of Correspondence
should be sent to the Chairpersons of the Divisions prior to Presbytery
Meetings so that if a special meeting is necessary it can be called.
OTHER COMMITTEES – as required to enable any recommendations to
reach Divisions or Executive for their meetings.
4. RESPONSIBILITIES OF HOST CHURCHES FOR PRESBYTERY AND EXECUTIVE
MEETINGS
Presbytery has established the practice of holding its meetings
in different churches on a rotation basis. Presbyters are to let
host church know approximate number attending for meal preparation.
The church hosting a PRESBYTERY MEETING is asked to provide the
following:
- facilities for the meeting of the plenary session;
- meeting rooms for the Division meetings;
- registration table;
- coffee midmorning and afternoon;
- evening meal and noon lunches (Presbyters will pay for their lunches
and meals)
- billets as required;
- a local person to provide a brief history or story of the host
church (optional);
- access to a photocopier.
The Church hosting the PRESBYTERY EXECUTIVE MEETING is expected
to provide the following:
- a meeting place with tables and chairs;
- coffee and snacks on a self-serve basis;
- noon luncheon.
5. TRAVEL EXPENSES
Presbytery members may claim return mileage (one round trip per
meeting) for attendance at Presbytery or Presbytery Division/Committee
meetings. (Clergy and Lay Delegates travel together when possible.)
Billets are provided whenever necessary. Motels, if desired, are
delegate’s own expenses, as are all meals.
Covenanting Services are deemed to be a meeting of Presbytery and
all members are encouraged to attend as many Covenanting Services
as possible. However, only those Presbyters who have an official
function to perform at the Covenanting Service will be reimbursed
for travel expenses at the current Presbytery rate.
6. PRESBYTERY REPRESENTATIVES ON BOARDS OF REGISTERED SOCIETIES
7. The U.C.W.’s function within the same boundary as Presbytery
and have contact with Presbytery through the Presbytery U.C.W. Liaison
person. The U.C.W. contact person has the responsibility to;
- Keep Presbytery well informed of all activities of U.C.W.’s, by
reporting regularly at Presbytery Meetings.
- Support and strengthen Presbytery where possible.
The U.C.W. Liaison Person encourages the participation of the U.C.W.
in areas of Education and Stewardship, and co-operation with Stewardship
Committees of Presbytery in promoting the Mission & Service
Fund of the church.
8. CONFERENCE STAFF MINISTRY
Alberta & Northwest Conference has a staff of six program people
and three support staff to administer church networks and programs
and to support the work of Pastoral Charges in the Conferences.
The Executive Secretary is the administrative officer of the Conference.
This is a General Council appointment and involves financial, legal,
interchurch and interfaith responsibilities.
The Personnel Administration Coordinator is responsible for the
administrative functions relating to ministry and employment, including
candidacy and internship, changes in pastoral relationship, Settlement
committee, medical disability and discipline to name just a few.
The Resource Development Coordinator is responsible for “resources”,
human resources as in volunteers and leaders, and educational, program
and procedural resources as in faith formation curriculum for children
and adults leadership and skill training.
There will be three Regional Resource Personnel who work directly
with presbyteries and pastoral charges to support mission and health
and leadership. Regional Resource Personnel are based regionally
(North, Central and South) and each works with three presbyteries,
1/3 time for each.
Regional Resource Personnel
These staff work most closely with the presbyteries to help them
in promoting healthy congregations and effective ministries. In
general, they do this by offering personal support to ministry personnel,
information and advice about church programs, policies and procedures
and education and consulting help for local congregations. According
to the skills and gifts of the individual and needs or context of
the presbytery, other areas of focus might emerge.
Normally the Regional Resource Personnel will:
- attend meetings of the presbytery and it’s executive
- support the work of the presbytery divisions and committees as
requested
- be available to presbytery members and congregational leaders
to listen, advise and educate.
- bring information from the wider church
- keep in touch with clergy for support and encouragement
- help congregations with strategic planning for mission
CORONATION PRESBYTERY IS ORGANIZED UNDER THE FOLLOWING PRESBYTERY
COMMITTEES:
1. PRESBYTERY COMMITTEE OF STEWARDSHIP
The Presbytery Committee of Stewardship is comprised of a Chairperson,
the Treasurer, Convenors of Property, Mission Support, Pensions,
Stewardship Enthusiast and any other Presbyters who are interested
in the work of Stewardship.
The responsibilities of the Committee are:
- To Co-ordinate and do the work of Presbytery in the areas of finance,
property, special appeals, mission support, pensions and Stewardship.
- To solicit and receive donations for the Internship Fund and to
disburse the funds on the authority of Presbytery.
- To investigate and make recommendations to Presbytery concerning
any proposal to solicit funds from Pastoral Charges.
- To present a budget annually.
- To recommend Pastoral Charges’ assessments.
- To transmit the assessment to the Pastoral Charges and collect
them.
- To recommend Mission and Service Fund targets.
- To make disbursements according to the budget or as otherwise
directed.
- To keep accounts and provide a Financial Report to every Meeting
of Presbytery and the Executive Meetings.
- To promote a high level of Stewardship Education in the congregations
and Missions.
- To assist local Congregations and Missions in finding appropriate
resources for the setting up and conducting of stewardship programming
of all types.
- To promote the mission of our National Church.
2. PRESBYTERY COMMITTEE OF EFFECTIVE MINISTRIES AND HEALTHY CONGREGATIONS
The Presbytery Committee of Effective Ministries and Health Congregations
(EMHC) comprises of the Chairperson, the Education and Students
Convenor and the Pastoral Relations Convenor, four (4) Presbytery
Representatives and two (2) representatives from the Settlement
Committee and the Manse Convenor.
The members of the Committee are expected to attend extra meetings
apart from the Presbytery scheduled meetings. Usually these meetings
are just prior to the Presbytery meetings.
The responsibilities of this Committee are:
To co-ordinate and serve the requirements of the Church in the following
areas:
* To make recommendations to Presbytery for appropriate action.
* To carry out the directions of Presbytery.
* To ensure that sub committees of EMHC prepare recommendations
for action to Division.
* To ensure the guidelines in the M.P.& E. Handbook are fulfilled,
maintain the Presbytery roll for Ministry Personnel and to ensure
an annual contact with those retained on the roll.
* To meet the expectations that are common to all division or committees
of Presbytery.
RESPONSIBILITIES OF THE EDUCATION AND STUDENTS CONVENOR OF THE EMHC
DIVISION (Sect. 382 Manuel 2001)
* To receive, examine then process when necessary all applications
from persons who desire to enter into the Ordained, Diaconal, Staff
Associate or Lay Pastoral Ministries.
* To process applications for Ordered Ministry admission to the
United Church of Canada from members of the Ordered Ministry of
other denominations.
* To provide support and training for Discernment Committees.
* To interview all candidates annually and report findings and make
recommendations to the EMHC Division not later than October.
* To supervise and nurture all candidates during their period of
training and further education.
DEFINITIONS:
"CANDIDATE" shall mean a person, who having been an inquirer, has
been recommended by a Session (or its equivalent) and received by
Presbytery as being qualified to prepare for ordination or commissioning
by the United Church.
"INQUIRER" shall mean a person who has completed secondary school
or is of mature years who has been recognized by a Session and Presbytery
as such for the purpose of discerning appropriate fitness for and
call to ministry.
RESPONSIBILITIES OF THE PASTORAL RELATIONS COMMITTEE AND/OR THE
CONVENOR OF PASTORAL RELATIONS
The Pastoral Relations Committee shall consists of the Chair of
the Division of EMHC, the two representatives to the Settlement
Committee of Conference (one who would be the Pastoral Relations
Convenor), a representative of Pastoral Oversight and Visitation
and one member to be nominated who would maintain the balance according
to section 389 (a) of the Manual 2001.
The Convenor of Pastoral Relations shall:
* Be accessible to all ministers, representatives of Pastoral Charges,
and members of the Ministry and Personnel Committees of the Pastoral
Charges, to further peace and harmony in the congregations.
* Preside over any changes in the Pastoral Relationship in person
or by appointed representatives.
The Pastoral Relations Committee Shall:
* Ensure that there is adequate and fair provision for the housing
of ministers.
* Ensure that Presbytery Representatives to Needs Assessment Committees
and Joint Search Committees shall consist of at least one lay person
and one Order of Ministry person.
* Ensure that Presbytery Representatives on the Joint Search Committees
be responsible for a covenanting or introduction service of the
ministry called or appointed.
* Provide prompt consultation with the Pastoral Oversight representatives
whenever the welfare of a Pastoral Charge needs nurturing.
PRESBYTERY CHAPLAIN (Terms of reference: Sept 23/24/97 Minutes,
Pg. 27)
The role of the Chaplain is as follows:
* Act as a clearinghouse for information about clergy, receiving
calls about sickness, bereavements and family crisis.
* Make direct contact to see what help is needed and wanted at the
time.
* Appoint other clergy to contact and maintain support for those
in need.
* In the case of marriage breakdown, find pastors to support each
party.
* Function with as much confidentiality as possible.
* Take on the role of on-going support for clergy, sending out birthday
cards and letters of thanks.
* Might also take on the job of organizing and co-ordinating gatherings
of clergy for fellowship and support.
* The person filling this "ministry" does not have to be ministry
personnel nor do they need to be a member of Presbytery.
* Should attend Presbytery meetings as a Member at Large.
RESPONSIBILITIES OF THE MANSE CONVENOR OF THE EMHC DIVISION
* To keep an accurate record of the condition of all manses and
ensure that adequate housing is provided for all ministers and their
families and to report to Presbytery.
* When there is a vacancy on a charge which supplies a manse, an
up-to-date report be provided to the Pastoral Relations Committee
of the Presbytery as soon as possible.
* To ensure those recommendations arising from an inspection of
a manse be competed or carried out.
* To ensure that housing allowances are determined by the guidelines
provided by the Manse Committee and that such allowances be reviewed
if not every year, then at least during the Presbytery Oversight
visit.
RESPONSIBILITIES OF THE PASTORAL OVERSIGHT AND VISITATION COMMITTEE
* To arrange a visitation during the second year following a change
in the pastoral relations.
* To arrange Triennial Visitations to all Pastoral Charges, completing
at least 1/3 each year.
* To arrange by some means the preparation and /or training of both
clergy and lay members of visitation teams.
* To encourage visitation teams to use the suggested outline and
program for visitation according to the Presbytery Oversight Information
package.
* To ensure that visitation reports are completed as soon after
the visits as is practical with copies to the Chairperson of the
Charge, the clergy of the Charge, and to a representative of the
Oversight Committee.
* To evaluate the visitation reports and act on the recommendations
in those reports.
* To peruse all annual reports from the Charges with particular
attention to those not visited the previous year.
* To ensure that a summary of Pastor Oversight work is included
in the Presbytery report to Conference by May 15th each year.
PRESBYTERY COMMITTEE OF CHURCH IN THE WORLD
The Presbytery Committee is comprised of a Chairperson(s) and such
other Presbyters that are interested in this work. If possible,
membership shall be a minimum of two to three Clergy persons and
four to six Lay Presbyters.
The purpose of this Committee is to support the life and work of
the church, both locally and globally. Its intent is to creatively
seek connections between people of faith, social concerns, and struggles
for justice and peace, both at home and abroad. To respond to emergent
and on-going social concerns.
The Responsibilities of this Committee are:
- To help congregations and the Presbytery reflect theologically
on the issues emerging in our society.
- To provide adequate resources to Congregations for social action
education and work.
- To promote, educate and respond to issues related to United Church
Missions in Canada and through out the world.
- To meet the expectations that are common to all divisions and
Committees.
Presbytery Committee of Christian Development and Communications
This Committee is comprised of a Chairperson, an observer representative,
the "In Contact" person, the Presbytery Youth Worker, a UCW Liaison
person, a camp liaison person from Bar Harbour and Hardisty, and
any other persons interested persons. (See further section 381 in
the 2001 Manual)
This Division shall endeavor to be a resource and guide to the pastoral
charges in the area of Christian Development and communications.
It will also support and encourage the camp programs at Bar Harbour
and Hardisty Lake.
The responsibilities are:
- To encourage congregational use of the United Church's Publications
and other Christian resources.
- To annually provide a book or other medium display at Presbytery
Meetings.
- To encourage good communication between the Churches of the presbytery
via such means as a Presbytery Website and the publishing of a Presbytery
Email Address Directory.
- To encourage participation and communication information across
the Presbytery regarding resources, programs and possibilities for
life-long Christian Development and education.
- To receive applications from individuals and congregations for
money required for hosting a Christian Development event and to
make recommendations concerning the granting or loaning of such
money to the appropriate Church body.
1. STANDING COMMITTEE ON PASTORAL OVERSIGHT (See Division of Effective
Ministry and Healthy Congregations)
2. STANDING COMMITTEE ON NOMINATIONS.
The Past Chairperson or Chair Elect shall act as the Nomination
Committee.
The Responsibilities are:
- To keep track of vacancies and pending vacancies in Presbytery
Offices, and represent Coronation Presbytery at the Conference Nominations
Committee.
- To prepare and submit recommendations of suitable and qualified
persons willing to act.
- To be responsible for allocating delegates to sit on various Divisions
and/or Committees, with attention being given to representation
of "Lay" and "Order of Ministry" and Female/male balance.
- To bring a nominations report to the floor of Presbytery at the
April Meeting. Prior to this meeting, all persons already serving
as Chairpersons or Heads of Committees shall be contacted to see
if they wish to keep on in the same capacity.
- If there are vacancies to be filled, the Nominations Committee,
shall contact all qualified members of Presbytery in order to fill
the vacancy. Vacancies requiring special skills may result in nominating
persons not currently members of Presbytery, but could be appointed
as one of the ten Lay Members at Large.
TERMS OF OFFICE
(As per Minutes; Pgs 17 & 18 - Sept. 23 & 24/97,
Motion #97/98-25)
Chairperson of Presbytery - One Year as Chair-Elect / Two years
as the Chair of Presbytery/ One year as Past Chair, one term limit,
then must be off for at least one year.
Secretary of Presbytery - Two year term / No limit to consecutive
terms.
Treasurer of Presbytery - Two year term / No limit to consecutive
terms.
Nominations: One year term - Chair-Elect/Past Chair.
Division Chairs: Two year term - two terms limit, then one year
off.
Pastoral Relations Convenor – two consecutive terms than one year
off.

Chairs, Convenors, Secretary, Treasurer, Representatives: To be
elected in April to take effect at the rise of Conference.
New Delegates, starting mid-term, and lay alternate delegates will
be assigned to a division of greatest need by the Nominations committee
or the Chair of Presbytery.

Terms of office within Coronation Presbytery, that year zero is
considered to be May 1997 (Rise of Alberta and Northwest Conference
Annual Meeting), with the exception of Division Chairs who will
fulfill their present term -
EXPECTATIONS COMMON TO ALL DIVISIONS OR COMMITTEES:
a) That the Division or Committee uses its initiative to fulfill
its responsibilities.
b) To provide representation to the comparable Conference Division
and to relate to Presbytery, the Conference Activities as they concern
Coronation Presbytery. The Chairperson of Presbytery is a member
of the Conference Executive. The Chairperson of each Division and/or
Committee, in Presbytery, relates to that Division or Committee
in Conference, where applicable.
c) That each Division meets as often as its workload dictates (preferably
prior to the Presbytery Meetings, or during)
(d) Each September they are to submit to the Finance Division a
request for the following year's budget, together with rationale.
(e) Request the Executive to provide adequate time on the Presbytery
Agendas for routine reports and/or Special Programs, relating to
the Division or Committee.
(f) Be responsible to the Presbytery or its Executive.
(g) That all Committees will have a minimum of three (3) members.
(h) That Committees within a Division will/may meet prior to Division
Meetings and as often as their workload allows.
DEFINITION OF TERMS
1. PERSONNEL -
CANDIDATE SUPPLY - Shall mean an Intended Candidate or Candidate
for the Order of Ministry, who has successfully completed the educational
requirements for Ordination or Commissioning, but who has not yet
been ordained/commissioned, who is appointed by Presbytery to a
Pastoral Charge (usually full time)
DIACONAL MINISTER - Shall mean a member of the Order of Ministry,
who has been Commissioned to the Diaconal Ministry of Education,
Service and Pastoral Care, and shall include those who were formerly
designated or set apart as Deaconesses or Certified Churchmen. (This
term replaces "Commissioned Minister").
INTERN SUPPLY - Shall mean a Candidate for the "Order of Ministry",
who has completed the testamur (the course of study required by
the General Council) program, and it fulfilling the requirements
of Section 722, of the Manual (1995), for "experience in Preaching
and Pastoral Work".
LAY PASTORAL MINISTER - Shall mean a member of the laity, who has
successfully completed the training program required by the General
Council Division of M.P. & E., and has been designated as a
Lay Pastoral Minister by the Conference, on recommendation of a
Presbytery and who has been appointed to a Pastoral Charge or Mission
by Presbytery. (Replaces the term "Lay Supply Minister").
LAY PASTORAL MINISTER-IN-TRAINING - Shall mean a member of laity,
recommended by a Session and appointed to a Pastoral Charge or Mission
by Presbytery, while enrolled in the training program required by
the General Council Division of M. P. & E.
LICENSED LAY PREACHER - Shall mean a person who has successfully
completed the training required by the General Council Division
of M. P. & E. and has been issued a License to perform Sunday
Supply (Services on Sunday Morning).
ORDAINED MINISTER - Shall mean those persons Ordained to a Ministry
of Word, Sacrament and Pastoral Care. The focus of this work is
preaching and teaching the Gospel, administering the Sacraments
and Rites of the Church and exercising Pastoral care and leadership
in the community of faith, and the world.
ORDER OF MINISTRY - Shall mean the Ordained, Diaconal Ministers,
and Lay Pastoral Ministers (While they are under appointment to
a Pastoral Charge) of the United Church of Canada.
PRESBYTERY APPOINTMENT - Shall mean a person appointed by Presbytery
to a specific ministry for a specified time.
STAFF ASSOCIATE - Shall mean a member of the laity serving a Pastoral
Charge, Mission or Outreach Ministry in the area of Education, Service
and/or Pastoral Care, who has the education, training and/or life
experience appropriate to that particular ministry and who has been
appointed by Presbytery.
STUDENT INTERN - Shall mean a Candidate for the Order of Ministry,
currently studying in a Theological School, who is fulfilling the
requirement of the Division of M.P. & E for supervised experience
in preaching and pastoral work.
STUDENT SUPPLY - shall mean a Candidate for the Order of Ministry,
currently studying at a University or Theological School, who is
appointed by Presbytery to a Pastoral Charge, Mission or Outreach
Ministry.
SUNDAY SUPPLY - Shall mean, a person either, Ordained Minister,
Diaconal Minister or Lay Pastoral Minister or Licensed Lay Preacher
who is available to perform Sunday Services, to fill-in for Pastoral
Charges when needed.
WEEK-END SUPPLY - Shall mean a person, either Ordained Ministers,
Diaconal Ministers, or Lay Pastoral Minister who is available to
not only provide Sunday Services, but also contribute some Pastoral
Care on the week-end, or as arranged by the Pastoral Charge.
2. PARLIAMENTARY PROCEDURE
THE PRESIDING OFFICER - Chairs the Meeting, is free to express opinions
on any matter before the Court, but does not vote, except in the
event of a tie. Must vacate the Chair "temporarily" if wishing to
introduce a motion or report.
COURT - The people present who have voting privileges. Also refers
to the designated "Physical Area," within which voting is legal.
CORRESPONDING MEMBERS - may bring information and/or speak to motions,
but cannot vote.
MOTION - a suggested, specific action on an issue. Must be moved
and seconded by two different people, before it can be discussed.
Without permission of the Court, "no one" may speak more than once
on any motion or amendment to the motion, except the "mover" of
the motion who has the right to reply, before the vote is taken.
DEBATE - a formal discussion of the motion, only after it has been
moved and seconded.
AMENDMENT - a motion, moved and seconded, to change the wording
of the original motion. The amendment cannot change the intent of
the original motion. The amendment must be dealt with (voted on)
before further discussion of the original motion can take place.
WITHDRAWAL OF A MOTION - when the mover and seconder change their
mind, or feel that it is no longer appropriate for the court to
deal with their motion, they can withdraw the motion. Discussion
of that motion, then ceases, no vote is required.
MOTION TO REFER - a motion, moved and seconded, that the resolution
be discussed by another group. This is used if more information
is required. Discussion then, is on the "wisdom to refer".
MOTION TO TABLE: / MOTION TO LIFT FROM THE TABLE - A motion moved
and seconded, to conclude debate without making a decision. The
motion to table is open for discussion, on the wisdom of
tabling. The resolution/motion, remains dormant until a second motion
is passed to "Lift from the Table" and resume debate. No limit as
to how long a motion/resolution can stay tabled.
COMMITTEE OF THE WHOLE - either the Chairperson can declare, or
a member of the court can move, that the group move into a committee
of the whole. This allows for free and open discussion around an
issue, without dealing directly with the motion, on the floor.
STANDING COMMITTEE - a Committee whose purpose is on-going and without
term, accountable to Presbytery.
QUORUM - Not fewer than one-fifth (1/5) of the members of Presbytery,
of whom not less than one-third (1/3) shall be members of the Orders
of Ministry, shall form a quorum for any Meeting of Presbytery.
POINT OF ORDER - May be raised while a matter is pending, or while
another member has the floor. Must be dealt with by the presiding
Officer, without debate. If a member has the floor when a Point
of Order is raised, that member must yield the floor, until the
Presiding Officer has made a ruling.
MOTION TO POSTPONE DEFINITELY - A motion, moved and seconded, that
the resolution be discussed at a specified later time. Debatable
only as to the propriety of postponement.
(Rules of Debate and Order are found in Appendix 111 (3), The Manual
(1995). Bourinot Parliamentary Rules, shall be followed.)

MISSIONS IN CORONATION PRESBYTERY

THE CHURCH CREST
What we call the Church Crest is really the official signature of the Church, placed on legal documents, the ordination parchments and licenses to perform Sacraments. It was designed by Dr. V.T. Mooney, former treasurer of the Church
For our church members, this insignia is a spiritual and historic reminder. Its oval shape is derived from the outline of a fish, which was used as a symbol of identity by early Christians. The initials of the words "Jesus Christ, Son of God, Savior" spell the Greek word for fish.
The "X" at the Centre is the first letter in the Greek word for Christ, and is a traditional symbol for Christ.
The open Bible represents the Congregational Churches, with their emphasis upon God's truth, that makes people free. The Dove is emblematic of the Holy Spirit (Mark 1:10) whose transforming power has been a distinctive mark of Methodism. The Burning bush is the symbol of Presbyterianism. It refers to the bush that burned and was not consumed (Exodus 3:2) and symbolizes the indestructibility of the Church.
The symbols "Alpha and Omega" in the lower quarter are the first and last letters of the Greek alphabet. They symbolize the eternal, living God, in the fullness of creation. (Revelation 1:8)
The Latin words "Ut Omnes Unum Sint" mean "That all may be one", are a reminder that we are both a "United" and a "Uniting" Church. May the Holy Spirit continue to uplift, inspire and lead us onward into the future to do the will of our Savior, Jesus Christ. May our prayer be the prayer of Christ that we indeed might all be one.
